Site Alteration Permit (SALT)
As per the Site Alteration By-law 2011-232, a Site Alteration Permit (SALT) is required to carry out Site Alteration activities. SALT applications are administered by the City’s Engineering Department.
Site alteration activities include:
- removal of topsoil from land;
- the placement or dumping of fill on land;
- the alteration of the grade of land through the movement, removal or placement of Topsoil or Fill
Note: SALT is not required for a detached infill residential construction or residential additions on a single family lot. Residential infill and additions must go through the Residential Infill Grading and Servicing (RIGS) application process.
- Application Submission
The applicant submits an application online via ePLAN.
When an application has been formally received via ePLAN, a Development Technician will conduct a preliminary ‘Prescreen Review’ to ensure that required plans and documents have been uploaded. The Development Technician will also check to make sure that all required plans and documents have been submitted. Application fees will also be determined and confirmed at this stage.
Note: A submission does not become an application with a review timeline until it has passed our Prescreen Review Process and application fees have been paid.
For more information on how to submit an application, please refer to the SALT ePLAN Quick Reference Guide.
For our application fees, please refer to our the City’s Fee By-law.
Additional information regarding Engineering Standards and Guidelines are available as follows:
- Circulation
Once the application has passed our prescreen review, the Development Technician will circulate the application to the Engineering and Urban Design Departments for review.
- Staff Review and Comments
Staff will work with the applicant to resolve issues identified during the review. If applicable, the applicant will revise and resubmit plans and documents for review.
- Approval
SALT permits issued by the City are valid for a period of 180 days from the date of issuance. If site alteration activities or rehabilitation measures are not completed within 180 days, the Director of Engineering may extend the period one or more times, at the request of the applicant, for an additional 180 days each time. The Director may require additional control measures and inspection fees, as a condition of the extension.
In addition to the above, SALT permits will expire after 90 days from the date of issuance if no work has started.
- Post Approval
Engineering will conduct Site Inspections.
Urban Design inspection for tree protection fencing may also be required.
