Technical Review of Subdivision (TEC)
A Technical Review of Subdivision (TEC) application is required to be submitted following approval of all Draft Plan of Subdivision applications. TEC applications consists of a detailed engineering review of each phase of development within a draft plan of subdivision and are administered by the City’s Engineering Department.

- Application Submission
Following approval of the Draft Plan of Subdivision, City’s Engineering staff will advise the applicant if a TEC submission is required. The applicant will then email a completed Application Form to dsc@markham.ca for a Development Technician to open an ePLAN file.
Once the applicant has completed their Applicant Upload task on ePLAN a Development Technician will conduct a preliminary ‘Prescreen Review’ to ensure that required plans and documents have been uploaded. The Development Technician will also check to make sure that all submitted plans and documents meet our ePLAN Submission Standards.
Application fees will also be determined and confirmed at this stage.
Note: A submission does not become an application with a review timeline until it has passed our Prescreen Review Process and application fees have been paid.

Once the application has passed our prescreen review, the Development Technician will circulate the file to an assigned Engineer and applicable internal departments for review.
- Staff Review and Comments
Staff will work with the applicant to resolve issues identified during the review. If applicable, the applicant will revise and resubmit plans and documents for review.
- Approval / Post Approval
- Applicant applies for Subdivision Agreement, which is administered by the City’s Legal Department
- City Issues Draft Subdivision Agreement
- City issues Final Agreement for execution and registration
- Staff and external agencies issue clearance of conditions of Draft Plan Approval
- Applicant registers Final Plan
- When 85% of development is completed, City will inspect and issue Acceptance for Maintenance
- City assumes Subdivision
